Privatized military family housing enters Tier-9 status

Privatized military family housing at Sheppard Air Force Base will enter "Tier-9" status June 5, which means homes in the Freedom Estates housing area will be open to applicants from the general public.

The privatized housing contract with Balfour-Beatty provides for the implementation of Tier-9 when occupancy rates fall consistently below 90 percent. There are currently 122 vacant units in Freedom Estates, which has an occupancy rate of 87.5 percent.

Applicants from the general public will be required to complete thorough criminal and financial background checks, and under the contract their rent must not be less than the Basic Allowance for Housing rate of the military rank intended to occupy the unit they are applying for (i.e., if the home is designated as an E-5 home, the civilian rent may not be less than an E-5's BAH rate).

In addition, civilian applicants must:
  • Pay a security deposit equal to one month's full rent, and a pet deposit if applicable.
  • Sign a standard civilian lease for the term of one year. The lease includes an addendum specifying that residents will adhere to all installation rules, regulations and policies, which are explained in the lease packet provided to them.
  • Must take responsibility for the activities of their guests while in the housing area.
  • Secure their own renter's insurance.
  • Complete and sign a sex offender disclosure letter.
  • Adhere to all other resident responsibilities defined in the Resident Guide.
Only Freedom Estates housing area is open to applicants from the general public. Those accepted would not have access to the main base and would not have privileges to use military facilities such as the commissary and base exchange.
