Legislative changes put select tax returns on hold Published Jan. 19, 2011 By Airman 1st Class Adawn Kelsey 82nd Training Wing Public Affairs SHEPPARD AIR FORCE BASE, Texas -- Recent legislative changes require some tax payers to wait until mid to late February to file their tax returns. The Sheppard Tax Center has recognized these changes and will not prepare the affected returns until the Internal Revenue service gives notification that they can be processed. The changes were included in Public Law 111-312, Tax Relief, Unemployment Insurance Reauthorization and Job Creation Act of 2010. Capt. Jennifer Sandusky, 82nd Training Wing assistant staff judge advocate, said the Act became a law Dec. 17, 2010, and the IRS has been working to reprogram its processing systems. The delay impacts taxpayers who file using one or more of the following forms: Schedule A Form 1040 Itemized Deductions Form 8917, Tuition and Fees Deduction claimed on Form 1040 line 34, or 1040A line 19 Educator Expense Deduction claimed on Form 1040 line 23, or Form 1040A line 16 Form 4684, Casualty and Thefts Form 8859, District of Columbia First-Time Homebuyer Credit Captain Sandusky said the tax center volunteers will not prepare the affected returns until further notice from the IRS. However, the anticipated notification period is mid-late February. "For those who are not affected by the changes, they will need to bring their W-2s, 1099s, Social Security cards for all family members including children and their bank account and routing numbers for direct deposits of refunds," she said. "They will also need to bring documentation and any information on other income and documentation for all deductions and credits." Due to a holiday in District of Columbia falling on April 15, taxpayers will have until April 18 to file their returns.
