Congress changes 'early out' requirements Published Dec. 17, 2008 SHEPPARD AIR FORCE BASE, Texas -- This is subject of a lot of discussion recently among our civilian work force, especially due to the on-going Voluntary Early Retirement Authority/Voluntary Separation Incentive Pay. Congress has reduced the "early out" time requirements by lowering the age and the time in service requirements below that which is ordinarily required for voluntary retirement. Early out is available only under special circumstances, one of which is a Reduction in Force. Specifically, civil service employees 50 years old or older and have at least 20 years of service are eligible for early retirement. Or, regardless of age, if they have 25 years of service, they are eligible for early retirement.
